2. MAIN PURPOSE (Briefly state the overall purpose of the job)

 

The Mexico People Sr Manager is accountable for leading the country People agenda, ensuring strong local governance, labor compliance, risk management, and cultural stewardship. The role acts as a strategic partner to Local People Business Partners, and Business leadership, safeguarding employee experience and regulatory integrity, while enabling alignment with Orbia’s global People strategy and the evolution toward a sharedservicesled operating model.

3. DIMENSIONS OF THE JOB

 

Geographic Scope:

Mexico, with accountability for countrylevel People governance across all businesses and sites.

 

Strategic Impact:

Direct impact on labor risk management, regulatory compliance, employee experience, and cultural alignment in Mexico, while enabling consistency with Orbia’s global People strategy and operating model.

 

Stakeholder Management:

Regular interaction with Business Leaders, Functional Heads, Owners/Kaluz representatives, Legal, Finance, and Global/Regional People leadership, acting as the primary People point of contact for Mexico.

 

Decision Making:

High degree of autonomy in countrylevel People decisions, including labor relations, employee relations, compliance actions, crisis response, and people initiatives, within global policy and governance frameworks.

 

Risk & Compliance Exposure:

Accountable for managing labor, legal, and reputational risk related to employment practices, regulatory compliance (including NOMs), and sensitive people matters.

 

Operating Model Interface:

Serves as the key interface between local People teams, the business, and Global People Shared Services, clearly defining scope, ownership, and escalation paths.

 

People & Culture Influence:

Strong influence over culture, engagement, leadership behaviors, and organizational climate across Mexico through governance, programs, and leadership partnership.

5. COMPLEXITY OF THE JOB e.g.

 

  • Operates in a highly regulated labor environment, requiring strong judgment to balance business needs, employee experience, and legal compliance in Mexico.
  • Manages multiple stakeholders with differing priorities, including business leaders, Owners/Kaluz, Legal, Global and Regional People teams.
  • Requires continuous navigation between local autonomy and global standards, ensuring alignment with Orbia’s global People strategy while addressing countryspecific realities.
  • Involves handling sensitive and highrisk people matters (e.g., labor disputes, court proceedings, crises) with material legal, financial, and reputational implications.
  • Demands the ability to prioritize and make decisions under ambiguity, often with incomplete information and timesensitive constraints.
  • Requires influencing outcomes without direct control over all execution teams, relying on leadership, credibility, and collaboration.
  • This position requires presence in the different offices in Mexico City.

7. MAIN RESPONSIBILITIES

 

 

  • Country People Governance & Strategic Partnership
    Act as the People governance lead for Mexico, serving as a trusted strategic partner to business and functional leaders. Ensure alignment between business priorities, local people needs, and Orbia’s global People strategy.

 

  • Labor Relations, Employee Relations & Risk Management

    • Own the labor relations strategy for Mexico, including employee relations, and sensitive employment matters.
    • Represent the company in labor court proceedings and manage risk in close coordination with Legal.

 

  • Labor Law Compliance & Regulatory Oversight
    Lead the implementation of labor law changes and ensure full compliance with Mexican employment regulations, including NOM certifications and mandatory standards across all businesses.

 

  • Country‑Level People Programs & Initiatives
    Sponsor and govern high‑impact people initiatives at the country level (e.g., Young Talent programs, Back‑to‑Office, people campaigns), ensuring consistency, relevance, and measurable impact.

 

  • Culture, Engagement & Corporate Events
    Own the culture and engagement agenda for Mexico, including the governance of key corporate events and cultural initiatives that reinforce Orbia’s values and employee experience.

 

  • National‑Impact People Guidelines
    Define and manage people guidelines with national impact, such as employee transfers, structural changes, and workforce decisions that require strong local judgment and governance.

 

 

  • Crisis & Emergency Response for Headquarters.
    Act as the People lead for crisis and emergency situations, ensuring employee safety, business continuity, and clear, coordinated communication.

 

  • Corporate Services
    Provide strategic oversight of People‑related corporate services for Headquarters, ensuring effective resource utilization and service quality within the defined scope.

Partners with Business and Functional Leaders to align people strategy, workforce decisions, and employee experience with business objectives.

People Mexico Team

Provides leadership, direction, and governance to local People teams, ensuring consistent execution of countrylevel initiatives and compliance requirements.

Legal

Works closely with Legal team to solve employee claims, court proceedings, regulatory interpretation, and risk mitigation strategies.

Communication

Coordinates internal communications related to people campaigns, change initiatives, crisis response, and employee engagement activities.

Office Management

Collaborates on office management, logistics, and workplacerelated people services for Headquarters within the defined scope.

Compliance, Risk & Internal Audit

Ensures alignment on regulatory compliance, labor standards (e.g., NOMs), and governance requirements impacting Mexico.

Labor Authorities and Regulatory Bodies

Maintains direct interaction with Mexican labor authorities and regulatory agencies to ensure compliance with employment laws, inspections, certifications (e.g., NOMs), and official requirements

Labor Courts and Legal Institutions

Represents the company, in coordination with Legal, in labor court proceedings, hearings, and formal employment-related cases.

External Legal Advisors

 

Works closely with external counsel on complex labor matters, litigation, regulatory interpretation, and risk mitigation strategies.

 

9. EDUCATION

 

Minimum: Bachelor's Degree in Business Administration

 

Preferred: Master´s Degree
