2. MAIN PURPOSE (Briefly state the job's overall objective)

Civil Structural Engineer provides advanced civil and structural engineering expertise to support capital, reliability, and asset integrity projects within a brownfield chlor-alkali manufacturing facility. The role ensures delivery of safe, compliant, and cost-effective engineering solutions across the full project lifecycle, while serving as the site Subject Matter Expert (SME) for structural systems and civil infrastructure, including pipeline-related assets

 

3. DIMENSIONS OF JOB i.e. Sales Turnover; dept. operating budget; material and/or labor costs; value added; sales responsibility)

  • Supports execution of a ~$27M active CAPEX portfolio, including brownfield modifications and reliability-driven projects
  • Participates in and contributes to large-scale projects up to ~$80M TIC (pipeline)
  • Direct impact on:
  1. Asset integrity and reliability of critical infrastructure
  2. Plant operability and production continuity
  3. Capital efficiency and project delivery performance
  • Partner and maintain shareholder satisfaction with operations, maintenance, supply chain/logistics, HSE, in projects lifecycle.
  • Ensure safety and full regulatory compliance as priorities in all executed projects

 

4. SCOPE OF THE JOB i.e. Scope (Regional, Global, Local)

  • Site-based role operating within an active chlor-alkali production environment
  • Supports multi-disciplinary project execution, integrating civil/structural deliverables with process, mechanical, and electrical scopes
  • Engages across all PMO project phases:
  1. FEL1 / Concept Development
  2. FEL2 / Options Analysis
  3. FEL3 / Engineering
  4. EXECUTION / Construction, Commissioning, and Start-up
  • Coordinates with internal stakeholders and external engineering contractors to ensure adherence to project objectives, standards, and timelines
  • Provides technical direction on brownfield integration, ensuring minimal disruption to operations

 

5. COMPLEXITY OF THE JOB i.e. The occupant manages vendors from different geographical regions with various financial and legal conditions, level and impact of decisions the occupant needs to make.

 

The role is characterized by a high level of technical and operational complexity, driven by:

  • Execution within active operating units (brownfield constraints)
  • Simultaneous management of multiple projects under tight schedules
  • Requirement to function as technical authority (SME) with limited supervision
  • Integration of aging infrastructure with new design solutions
  • Compliance with multi-jurisdictional standards (Mexican + international)
  • Need for independent research and problem-solving, including use of engineering codes, literature, and technical references

 

The position requires strong judgment, prioritization, and the ability to deliver quality outputs in a demanding, high-performance environment with a significant backlog of projects.

 

6. MAIN RESPONSIBILITIES:

Technical Leadership

  • Serve as civil/structural SME for the site, providing guidance on design, standards interpretation, and engineering decisions
  • Own technical quality and integrity of all discipline deliverables

Engineering Execution

  • Lead design and review of:
  1. Structural steel systems, reinforced concrete, and foundations
  2. Industrial structures (pipe racks, equipment supports, buildings)
  3. Perform structural analysis, calculations, and design validation

Pipeline Project Support

  • Provide civil/structural expertise for pipeline systems, including:
  • Pipe rack and support design
  • Anchor/load transfer systems
  • Buried pipeline systems (trenching, bedding, soil interaction, settlement)
  • Crossings (roads, utilities, structures) and protection systems
  • Ensure compliance with constructability and integrity requirements

Project Delivery Support

  • Support FEL, FEED, and execution phases with:
  • Scope definition
  • Cost and schedule input
  • Constructability reviews
  • Ensure alignment with PMO governance and stage-gate deliverables

Field & Construction Support

  • Provide on-site technical support during construction and commissioning
  • Resolve engineering issues and field deviations

Compliance & Standards

  • Ensure adherence to:
  • NOM and local regulatory requirements
  • International standards (ACI, AISC, ASCE, ASTM, ISO)
  • Maintain and interpret company engineering standards
  • Problem Solving & Continuous Learning
  • Independently research technical solutions using codes, literature, and engineering references
  • Apply best practices and lessons learned to improve outcomes

Asset Integrity

  • Evaluate existing structures for fitness-for-service
  • Identify risks and recommend mitigation strategies
