POSITION – Supply Chain – Procurement Lead
LOCATION – St. Gabriel, LA
GENERAL PURPOSE
Our Flour & Energy Materials business group is seeking to hire a Supply Chain – Procurement Lead for our new plant in St. Gabriel, LA. The Procurement lead will execute the St. Gabriel, LA project consistent with published objectives, company principles and the interests of all stakeholders; to formulate/adopt and develop the company procurement methodology at a level of professionalism needed to achieve business and project objectives and company expectations; to administer project procurement and transportation/logistics agreements and to monitor and appraise performance by project vendors and suppliers; to advise project managers on agreement terms and related matters with the support of Legal and corporate functions; to participate in procurement agreement development with the Project Manager to increase project efficiency; and to ensure that all project participants are conversant with company business practices.
ROLES AND RESPONSIBILITIES
- The principle function of the Procurement Lead is to be the resident authority in procurement and transportation/logistics agreement administration methodology on the assigned Team
- Provide expertise to the Project Manager and verify vendor compliance with requirements to successfully complete the capital investment program consistent with company objectives and business practices
- Serve as the procurement agreement administration expert for the Project Team, ensuring vendor compliance and supporting successful capital program delivery
- Develop and maintain professional procurement policies, guidelines, and procedures
- Ensure procurement activities comply with applicable DOE FAR requirements
- Manage project equipment/module transportation logistics agreements
- Support project execution planning through procurement strategy and vendor market assessment
- Participate in bid reviews and awards to ensure vendors understand contract terms and expectations
- Monitor vendor cost, schedule, and performance to identify risks and enable timely corrective action
- Advise Project Manager on contractual issues and ensure teams understand contract requirements
- Provide commercial issue summaries to support updates to company business practices
- Maintain strong contract administration throughout project execution
- Ensure procurement efforts support project goals by minimizing deviations, cost overruns, and schedule delays
- Monitor vendor performance and enforce contractual obligations
- Develop Procurement Plans with baselines and reporting criteria aligned with scope and company requirements
- Keep Project Manager informed of key activities and developments
- Ensure compliance with applicable laws, regulations, and company business practices
- Manage procurement-related issues across the project lifecycle
- Administer Supply Chain SAP modules (PRs, POs, SES/Invoicing) and reporting
SPECIFIC PROCUREMENT LEAD DUTIES AND RESPONSIBILITIES
- Prepare bidder lists, issue RFPs, and develop evaluation plans
- Facilitate proposal evaluations and prepare award recommendations
- Coordinate agreement revisions, amendments, and contractual correspondence
- Contribute to the Project Procurement Plan
- Perform contract administration and change management
- Lead weekly progress meetings and track vendor progress
- Monitor vendor communications, identify potential changes or risks, and issue commercial correspondence as needed
- Track cost-to-complete and performance variances
- Ensure accurate invoicing per contract requirements
- Manage contract closeout
- Coordinate closely with equipment vendors, module constructors, engineering, field construction, and heavy haul contractors to coordinate timely and safe delivery of all project scopes
KEY REQUIREMENTS
- Minimum 15 years of industrial project procurement and transportation logistics experience in chemical or other heavy industries, including at least 10 years in contracting for global transportation and logistics agreements
- Bachelor’s, Associates, or equivalent experience in a construction discipline (Construction Management, Engineering, Supply Chain or similar)
- Prior experience with DOE funded projects
- Language(s) and level of proficiency: Must be fluent in English
- Physical requirements for the position: Work primarily in the field under varied site conditions; willingness to support extended hours/weekends during critical path activities; onsite presence in St. Gabriel, LA. Must be able to spend substantial part of each day at the outdoor construction site including walking on uneven ground, climbing stairs, and ladders.

“The compensation for this position will typically range from $108,000 -$200,000/yr. The actual base pay offered to the successful candidate will be based on multiple factors, including but not limited to job-related knowledge/skills, experience, geographical location, and internal equity.
The compensation package may also include short and long-term incentive compensation.
