We’re looking to hire a Project PSM Engineer for our Baton Rouge, LA site. The main purpose of the role is to ensure the F&EM PSM principles are consistently and effectively applied to the LiPF6 project (which is a major key growth project within F&EM), to ensure the PSM risks are managed from initial concept through to full operation, applying best practices to support the future vision of world class process safety systems and performance within Orbia.

About the Role

 

The essential functions include :

  • Ensuring all PSM requirements are incorporated (at the appropriate times) in the project lifecycle. For example, HAZard and OPerability (HAZOP) studies, facility siting and Quantitative Risk Assessment (QRA), Management Of Change (MOC), and Pre Startup Safety Reviews (PSSR).
  • Participate in, and review, Process Hazard Analyses (PHAs) for consistency and robustness
  • Alignment with the Orbia PSM principles and any necessary local/regional/federal regulatory requirements (e.g., OSHA PSM, EPA Risk Management Plan (RMP) etc.) as well as the incorporation of Recognized and Generally Accepted Good Engineering Practice (RAGAGEP).
  • Cross functional collaboration between project team function, operations teams, and specialist third party vendors/ consultants/contractors.
  • Provide PSM technical support to ensure risks are managed to a level As Low As Reasonably Practicable (ALARP) where required to resolve challenges which may impact successful project execution.
  • Regular interaction with the Fluor and Energy Materials (F&EM) PSM Manager and regular communication across stakeholder networks including regular PSM updates / related activities
  • Works closely with external PSM support/ external consultants when required (with direction from F&EM PSM Manager).
  • Coordinates F&EM PSM Manager responses to requirements/ recommendations from insurance risk management to the project engineering staff.
  • Participate in, and ensure robust application of, Pre Startup Safety Reviews (PSSRs)
  • Develop guidance and assist in the implementation of the Emergency Response Plan relevant to the project site as it relates to RMP.
  • Support the development of PSM specific content for the contractor safety training plan when hazardous materials are to be introduced
  • Support any incident/ near miss investigation where this is related to PSM
  • Ensure Process Safety Information (PSI) is developed and maintained throughout the project and maintained per records retention guidelines
  • Support the Management Of Change (MOC) process for project changes
  • Support the generation of comprehensive standard operating procedures, to ensure the safe operation of the process

 

 

Role Challenges:

 

  • The position will be based at Baton Rouge, LA.

 

  • The role will require the person to have a strong understanding of PSM requirements for executing large scale, major hazard projects across all stages of the project lifecycle, including interaction with third party consultants for specialist support where required.

 

  • The position will be part of a wider team, with other PSM Engineers in the organization, and it will therefore receive functional guidance for PSM application in strategic growth projects from the Fluor and Energy Materials PSM Manager.

 

What You Bring

 

  • Bachelors/Masters Degree in Chemical Engineering or other discipline relevant to PSM
  • Certified Chemical Process Safety Professional (CCPSC) or equivalent preferred but not essential Knowledge of CCPS Risk Based Process Safety and in country regulatory requirements (e.g., OSHA PSM (US)
  • Minimum 5 years Process Safety experience within major hazard production/engineering/EHS with experience of supporting large multi-discipline projects
  • Experience of working within a highly regulated chemical environment, e.g. OSHA PSM (US), EPA Risk Management Plan (RMP), COMAH (UK),etc.
  • Involvement and leadership of PSM specific elements (PHA leader, QRA, LOPA, PSSR)
  • Experience in execution of PSM including PHA for major hazard, multi-discipline, projects/studies
  • Experience with the US Environmental Protection Agency’s Risk Management Plan (RMP)
  • Knowledge of the application of PSM concepts within the Project management (Front End Loading - FEL) framework
  • PHA participation (ideally Leader/Facilitator qualified) for major hazard, multi-discipline, projects/studies
  • Ability to lead and facilitate team activities, influence and build consensus within the team
  • Strong written and verbal reasoning skills, with effective presentation skills (in-person and virtual).  English preferred.
  • Proficient in the use of Microsoft Office 365 applications, including collaboration tools such as Teams and SharePoint.
  • Proficiency in the use of specialist software for PSM applications is preferred including ARA/PHA-Pro, Enablon, etc.

“The compensation for this position will typically range from $108,000 -$200,000/yr.  The actual base pay offered to the successful candidate will be based on multiple factors, including but not limited to job-related knowledge/skills, experience, geographical location, and internal equity.

 

The compensation package may also include short- and long-term incentive compensation.
