Director of Global Regulatory & Government Affairs

You’re purpose driven. Growth minded. Ready to stretch your potential. That’s the spirit of the community you’ll find at Orbia: where the purpose to advance life around the world drives our global team of over 23,000 every single day.

From creating solutions to deliver clean water, secure food supplies and reliable information to steering material advances that power the future of green and smart cities, transportation, and healthcare, we never settle for “good enough” when there’s an opportunity to make life better. Where purpose comes to life, it changes lives. This is what we live for.

Orbia's Fluor & Energy Materials Business is hiring a Director of Global Regulatory & Government Affairs based in the USA (Remote). This role requires up to 50% international travel.

Refrigerants are foundational to daily life and the economy—enabling building comfort, data center thermal management, medicine and blood storage, grocery cold chains, and health care. Orbia Fluor & Energy Materials is leading the transition to next-generation refrigerants and seeks a strategic government affairs leader to steer the regulatory pathways that keep these services dependable and widely available while navigating one of the most dynamic policy landscapes in chemicals today.

Why This Role Matters

The regulatory landscape for fluorochemicals is evolving rapidly. From the Kigali Amendment phasedown to the AIM Act and the EU F-gas Regulation, the frameworks governing HFCs and HFOs are reshaping markets. This role is central to that shift, shaping policy, ensuring compliance, and translating regulatory change into market access and growth.

What You’ll Do

  • Lead global regulatory strategy for fluorochemical refrigerants across North America, Europe, Asia, and emerging markets
  • Shape policy at the highest levels by representing Orbia with EPA, the California Air Resources Board (CARB), the European Commission’s DG CLIMA, UNEP, and international bodies on Montreal Protocol implementation
  • Turn regulations into opportunities by providing strategic guidance on market access, product development, and quota allocations
  • Build influential relationships with government officials, regulators, trade associations (AHRI, EFCTC), and industry coalitions
  • Lead cross-functional strategy, partnering with Legal, Sustainability, Product Management, and Commercial teams
  • Combat illegal trade by working with customs authorities to protect legitimate markets

What Makes You Stand Out

  • 10+ years in regulatory/government affairs in chemicals, fluorochemicals, or environmental sectors
  • Deep expertise in HFCs, HFOs, and the global F-gas regulatory landscape (Montreal Protocol, Kigali Amendment, AIM Act, EU F-gas Regulation)
  • Proven track record influencing policy and navigating complex international frameworks
  • Strong network with regulatory agencies and industry stakeholders
  • Technical background (Chemistry, Chemical Engineering, Environmental Policy, or Law) with advanced degree preferred
  • Outstanding communication skills: you can explain complex regulatory issues to non-experts and advocate effectively with policymakers
  • Willingness and ability to travel up to 50% domestically and internationally

The compensation for this position will typically range from $203,000 to $330,000 per year. The actual base pay offered to the successful candidate will be based on multiple factors, including job-related knowledge/skills, experience, geographical location, and internal equity.

The compensation package may also include short- and long-term incentive compensation. We offer a comprehensive benefits package that includes healthcare coverage, a 401(k)-retirement savings plan, paid company holidays, paid vacation time, paid sick time, parental leave, short- and long-term disability leave, and an employee assistance program. At Orbia, we are committed to taking care of our employees and believe in providing comprehensive support so you can thrive at work and home.
